Child Care Resource and Referral Network (VACCRRN) member agencies
are members of the National Association of Child Care Resource
and Referral Agencies (NACCRRA). While other organizations
may offer services similar to child care resource and referrals,
VACCRRN members are mandated to meet the national professional
association standards and definition of a CCR&R agency as
defined by NACCRRA:
Child care resource and referral is a community-based organization
whose purpose is to deliver coordinated direct services that:
facilitate access to early care and education and school-age
care options to families, improve the quality of those options
through a variety of services to providers, employers and communities,
and provide objective information for planning and policy development
to public and private sectors.
VACCRRN
has developed further criteria by which to define a member child
care resource and referral agency (Article II of the Bylaws of
VACCRRN, Inc.):
A Child Care Resource and Referral (CCR&R) agency shall
be defined as a private non-profit or public agency that has
as one of its major purposes the direct provision or coordination
of child care resource and referral services to families, child
care providers, and communities. Such child care resource
and referral services shall include, at a minimum, the following:

The organization must be able to provide child
care resource and referral services to cover a designated
area in which it has a local identity. |
b. |
The organization must define itself and be seen by others
as serving all kinds of families and all kinds of providers,
regardless of income level, special needs, racial and ethnic
background, family configuration or program structure.

c. |
The organization should be legally eligible to receive
funds from a variety of sources, such as corporate gifts,
United Way, and public funds to support community activities
and services.

d. |
The organization should have systems of programmatic and
fiscal accountability to the community it serves.
|
e. |
The organization should be widely viewed as a legitimate
base for child care resource and referral services in the
community; and potential conflicts of role with other organizations
should be resolved to the extent possible.

f. |
The organization should be free of conflicts of interest
(such as those created if it is a provider of child care
services) and be viewed by all segments of the child care
community as able to fill the role of an impartial source
and an impartial planner of child care services.

g. |
The organization must have staff who are experts in child
care, who have good relationships with providers of all forms
of care, and who are experienced in working with parents.

The organization should have sound business management
capability. It should also have adequate liability
insurance and be willing to adopt referral procedures that
limit liability risks.

i. |
The organization should create and maintain a comprehensive
database for data collection, referral, and reporting purposes. |
There shall be three categories of membership in VACCRRN, network
members, collaborative members, and affiliate members.
Network membership will be open to any private non-profit or
public agency that has as one of its major purposes the direct
provision or coordination of child-care resource and referral
services to families, child care providers, and communities,
as defined in article II. Network membership is dependent
upon complying with VACCRRN CCR&R guidelines and payment
of annual VACCRRN dues. The VACCRRN Advisory Council determines
whether or not an organization meets the VACCRRN CCR&R guidelines.
Collaborative membership will be open to any private non-profit
or public agency that has as one of its major purposes the direct
provision or coordination of child-care resource and referral
services to families, child care providers, and communities,
as defined in article II that is not a network member. Collaborative
membership is dependent upon working with a network member in
data collection and payment of annual VACCRRN dues.
Affiliate membership will be open to any individual or organization
that supports the purposes of VACCRRN as defined in Article II. Affiliate
membership is dependent upon payment of annual VACCRRN dues.
Annual membership dues for each membership category shall be
established by the Board and shall be payable in July of each
year. The annual membership meeting will be held in the
fall of each year. All members will receive network mailings,
newsletters, and public awareness flyers. Any questions

As a recognized member of the National Association of Child
Care Resource and Referral Agencies (NACCRRA), VACCRRN members
cannot selectively endorse or recommend any child care provider,
but rather provide a randomized list of providers based upon
the criterion provided by the parents requesting referrals.
